The Local Finance Lead (FL) position reports directly to the Chief of Party (COP) and will work to ensure that the program aligns with Papyrus’ values of Consultation, Humility, Optimism, Trustworthiness and Impact to deliver on the firm’s and the client’s objectives. The FL is a Senior Role and must uphold the highest standards of shared responsibility, setting the corporate tone, ensuring accountability, representing Papyrus headquarters and the program team, and actively embracing and living up to Papyrus’s principles and values.

Papyrus is currently bidding on a multi-year initiative and seeks an experienced FL who is an agile, strategic and tactical professional able to work in a continually changing environment. The position is full-time and is based in Haiti, with internal travel.

The Local Finance Lead will be based in Haiti and will possess significant experience in mobilizing finance (in Haiti and internationally) and demonstrated ability to structure and oversee the finance provider and transaction advisor/business services provider networks proposed.

Responsibilities

The FL is responsible for the technical performance of the Investment, Jobs and Income (IJI) Activity. S/he will be the face of the activity to the financial institutions, SMSEs, and the various service providers, transaction advisors, with whom the activity will interact. The FL coordinates with the COP and the various financial actors’ points of contact. The FL provides guidance to her/his technical staff and ensures the responsiveness and quality of all technical IJI work. The successful FL candidate will be a seasoned expert in mobilizing financial instruments and mechanisms, have or be able to quickly develop the trust of the sector actors and be thoroughly familiar with and sensitive to local norms and mores.

Program Oversight

• Lead, Manage and Hold Accountable a team of several midlevel project employees and consultants.

• Oversee staff and specialized consultants

• Uphold and ensure the highest level of adherence to the Papyrus core values and foundational principles by all members of the technical team.

• Oversee and manage systems for activity oversight and monitoring of activities, outputs, and progress towards goals.

• Manage program quality and impact and help to ensure a team approach to programming and cross-cutting impact themes. Ensure reporting staff are on track to meet their goals and deliver consistent, high-quality services, and have identified objectives that are tracked and ready for reporting.

• Develop and lead risk mitigation strategies to include reputational, safety, programmatic, and implementation concerns.

Synergies and Continuous Improvement Oversight

• Develop systems for knowledge management and workflow purposes and ensure all direct reports are trained and onboard in their use and implementation.

• Be aware of synergies, create/capture them and work closely with the COP to develop new business opportunities from the interactions among promising actors and activities.

Qualifications

• Minimum of an accounting/financial management degree and five years of experience in a similar senior level position with comparable responsibilities.

• Experienced financial expert professional, with extensive experience working with a wide range of financial organizations and small to medium businesses operating in Haiti or similar environments.

• Effective leader in growth settings with strong visioning, strategic planning, and analytical skills, with a can-do approach.

• Fluency in French required; English a strong plus. Fluency in Creole as well is preferred.
