This Chief of Party (COP) position reports directly to the Chief Impact Officer (CIO) and is responsible for ensuring that the program aligns with Papyrus’ values of Consultation, Humility, Optimism, Trustworthiness and Impact to deliver on the firm’s and the client’s objectives. The COP is a Senior Role and must uphold the highest standards of shared responsibility, setting the corporate tone, ensuring accountability, representing Papyrus headquarters and the program team, and actively embracing and living up to Papyrus’s principles and values.

Papyrus is currently bidding on a multi-year initiative and seeks an experienced COP who is an agile, strategic and tactical professional able to work in a continually changing environment. The position is (most likely) full-time and is based in Haiti, with internal travel.

Responsibilities

The COP is responsible for the overall performance of the Investment, Jobs and Income (IJI) Activity and for providing vision and strategic leadership, as well as establishing the administrative and technical oversight framework to monitor and assure progress toward the achievement of the goals and objectives. The COP coordinates with Papyrus and the client point of contact. The COP provides guidance to senior technical staff, especially the Local Finance Lead Position, and ensures the responsiveness and quality of all IJI work. The successful COP candidate will be a seasoned financial and capacity development professional, thoroughly familiar with and sensitive to local norms and mores.

Program Oversight

• Lead, Manage and Hold Accountable a team of 10+ mid- to high-level project employees and consultants.

• Oversee and manage sub awardees and ensure a one team approach to consultation, design and implementation of activities.

• Uphold and ensure the highest level of adherence to the Papyrus core values and foundational principles by all members of the program team.

• Oversee and manage systems for program oversight and monitoring of activities, outputs, and progress towards goals.

• Manage program quality and impact and ensure a team approach to programming and cross-cutting impact themes. Ensure all staff are on track to meet their goals and deliver consistent, high-quality services, and have identified objectives that are tracked and ready for reporting.

• Develop and lead risk mitigation strategies to include reputational, safety, programmatic, and implementation concerns.

Synergies and Continuous Improvement Oversight

• Update and implement systems for field oversight, implementation and reporting.

• Ensure that Papyrus is following client procedures and regulations, being particularly aware of client sensibilities.

• Work closely with Papyrus and the client to prepare and submit periodic program revisions and corresponding budgets.

• Monitor effective programming within budget, and report accurately on progress and challenges.

• Develop systems for knowledge management and workflow purposes and ensure all direct reports are trained and onboard in their use and implementation.

• Be aware of synergies, create/capture them and, working closely with the CIO and Chief Growth Officer, develop new business opportunities from the interactions among promising projects, programs, and activities.

Qualifications

• Minimum of a master’s degree and ten years of experience in a similar senior level position with comparable responsibilities.

• Experienced financial capacity development professional, with extensive experience working with a wide range of organizations operating in Haiti or similar environments.

• Embraces, embodies, and clearly exhibits Papyrus’ values as stated below.

• Highly effective leader in growth settings with strong visioning, strategic planning, and analytical skills, with a can-do approach (knowledge of EOS a plus).

• Fluency in English and French is required and fluency in Creole as well is preferred.
