Designed to complement the U.S. Government’s support to police training efforts, the Haiti Citizen Security Program (HCSP) was designed to be a five-year program to strengthen citizen security and resilience in targeted neighborhoods of greater Port-au-Prince. This activity used a three-pronged approach to connect police and other Haitian government entities, the communities they serve, and social service providers with the objective to reduce violence, enhance community safety, and increase social services.

Papyrus worked closely with our partners and community members to co-create grants using simplified mechanisms for reporting such that we built their organizational and administrative capacities in the process. Papyrus also focused on identifying the best and safest ways to amplify impact and highlight the achievements of community-based organizations using communication methods appropriate to the inherent sensitivities of this work.

This project was deemed to be crucial to efforts to stabilize the inner-city areas of the capital.
